Former Attorney General of the Federation and Minister of Justice, Abubakar Malami, has petitioned Nigeria’s top security agencies, warning of an alleged plot to destabilize Kebbi State through the use of imported thugs, mercenaries, and illegal arms.

In a petition dated September 10, 2025, Malami—who also leads the African Democratic Congress (ADC) in Kebbi—alerted the National Security Adviser, the Inspector General of Police, the Director-General of the Department of State Services (DSS), and the Comptroller-Generals of Immigration and the Civil Defence Corps.

    Allegations of Foreign Involvement

According to Malami, political actors in Kebbi are allegedly collaborating with mercenaries from the Niger Republic, providing them with arms through illegal networks. He claimed these groups are being mobilized to attack citizens, silence opposition voices, and destabilize peace in the state.

Malami stressed that these threats are credible, pointing to an incident on September 1, 2025, when he and other indigenes were reportedly attacked by armed thugs “operating without fear of law enforcement.”

    Governor Accused of Collusion

The petition also accused Kebbi State Governor, Nasir Idris, and his allies of enabling the crisis, alleging covert ties with the terrorist group Lakurawa. Malami described the situation as a national security emergency with dangerous implications for Nigeria’s sovereignty and internal stability.

    Call for Urgent Action

Malami urged immediate inter-agency collaboration to:

    • Secure border communities

    • Prevent the influx of mercenaries and arms

    • Investigate the alleged collusion between state officials and terrorist networks

The petition was also copied to key security agencies, underlining its urgency.
