A Jamflash review of a SaharaReporters investigation has uncovered a troubling case of alleged contract fraud within the Nigeria Police Force under Inspector General Kayode Egbetokun.
At the center of the scandal is Oranyedu Chukwudi Samuel, who reportedly registered five companies within just two days in January 2023, and then used them — alongside three companies he had earlier registered — to win inflated supply contracts worth over ₦3.4 billion.

To expand his influence, Oranyedu also deployed three previously registered firms — Chumchuks Investment Limited, Olycee Ventures Limited, and Waves Fulfillment Limited — all of which were awarded contracts by the Police.
Huge Payments to the Shell Companies
Records show that between August 30, 2023, and December 30, 2024, the five newly registered firms received 366 payments, totaling approximately ₦3.4 billion.

20 cartons of Titus sardines (50 tins per carton) — ₦8.6m (₦430,000 per carton; ₦8,600 per tin).
Market price: ₦75,000–₦87,000 per carton; ₦1,990 per tin.

12 cartons of Geisha sardines — ₦8.6m (₦716,666 per carton).

30 cartons of Owen Rich biscuits — ₦8.7m (₦290,866 per carton).

85 cartons of Cream Crackers biscuits — ₦22.2m (₦261,717 per carton).

12 cartons of Ovaltine tea — ₦8.2m (₦683,333 per carton).
In some cases, ordinary household products like sardines, biscuits, Milo, and cornflakes were priced up to 10 times higher than their actual retail value.
Why This Matters
The findings raise serious concerns about systemic corruption, abuse of procurement processes, and misuse of public funds within the Nigeria Police Force.
Despite Nigeria’s worsening economic situation, billions of naira that should strengthen national security were reportedly funneled into inflated contracts and questionable payments.
